Every culture project starts with discovery: what is this organization, at its essence? What does it value, beneath the slogans? What do its leaders actually believe about how people work best together?
From there, we move to behavior (what do we do, and how does that map to what we say we believe?) and then to systems (which of our processes reinforce the culture, and which quietly contradict it?). Each layer holds the next.
